The United States (U.S.) is not at war with our four primary adversarial states: People’s Republic of China (PRC), Russian Federation (RF), Democratic People’s Republic of Korea (DPRK), or Islamic Republic of Iran (Iran), nor are we at peace—we are in the “Gray Zone.” The Intelligence Community (IC) defines the “Gray Zone” as a realm of international relations between peaceful interstate diplomacy, economic activity, and people-to-people contact on one end of the spectrum, and direct armed conflict on the other.
PRC and RF have discussed the existence of the Gray Zone for years, and the IC is refining its understanding of activities and conflicts within it. In July 2024, the National Security Council (NSC) published the “Conflict in the Gray Zone: A Prevailing Geopolitical Dynamic Through 2030″ assessment, predicting a rising trend of conflicts using tactics like cyberattacks, disinformation campaigns, economic coercion, and proxy forces. The “Updated IC Gray Zone Lexicon: Key Terms and Definitions” offers standard terms to clarify this evolving threat landscape.
The Full Spectrum Threat 2024 presentation examines the dangers posed by the four Adversarial States and the expanding roles of non-state actors (NSAs) in the Gray Zone, as well as the challenges they present to U.S. National Critical Infrastructure and its Supply and Value Chains.
